Solar thermal technology has been used repeatedly during 2013 by utilities as part of alarm at a tariff deficit that has had no responsibility. A large electric company that had a dozen of solar thermal power plants under development, but was not able to present the requirements of the RDL6/2009 for earmarking, championed since an intensive campaign to remove the possible market value of these plants, even asking for solar thermal power plants under construction are paralyzed.

In 2013, during the five months of the year, solar thermal power have provided an average of 3% of the Spain's electricity demand. Compared to the premiums received so far, the contributions of thermal GDP since 2007, the tax contributions of companies and workers, unemployment subsidies and avoided fuel savings and CO2 emission rights, repeatedly surpass those premiums. During the construction of the CSP plants were created about 25,000 direct jobs. Now, in 2014 , there will be staff for operation and maintenance, with dedicated R & D and promotion abroad, representing about 5,000 jobs.

Support for CSP in Spain has resulted in the Spanish companies lead this technology internationally. In 2013, we had the satisfaction of seeing our companies won major competitions in countries such as South Africa, Chile and Morocco, and the United States inaugurated the largest solar thermal plant in the world, Solana, with 280 MW of power, promoted and built by one of them .
So far we have seen how other lower-cost technologies, but not manageable, have been implemented in large volume, mainly in Europe and other developed countries, where there is sufficient backup capability with conventional sources. However, when the carbon seal closing obsolete conventional plants, manageability will be an essential element of the embodiments of power to the energy mix . This is already a requirement in developing countries, where the installed capacity will be multiplied by two or three in the next 10 or 15 years and where investments in non-manageable generation must necessarily be complemented by investments in core combined cycle, which puts solar thermal technology as fully competitive.
We are therefore faced with a historic and unique for Spain, a leading solar thermal technology as opportunity, which will be essential in the world in the not too distant horizon. However, the recent measures taken within less than one year from the Law 15 /2012, which have fallen by more than one third of central revenues, are jeopardizing this key industry. The new Power Reform does not, for now , rather than pay to uncertainties in these plants. Let us hope that , when the details are known, do not have to regret that these expectations have definitely severed .
