The development, one of the country's first big wind power projects, is part of a 300MW wind farm in the northern region of Yereymentau.
 
A 50MW wind farm in Kazakhstan has applied for a €54m ($72.2m) loan from the European Bank for Reconstruction and Development.
The funding - which is subject to a final review - will finance the construction, commissioning and operation.
The total cost will reportedly be €90m, with €18m provided by the Clean Technology Fund and the rest coming from other developers and private sponsors.
The project is owned by Samruk-Green Energy, the new renewables subsidiary of Samruk-Energo, itself 100% owned by the Samruk-Kazyna sovereign wealth fund.
Tendering for the consulting contract is expected to begin in this quarter, followed by the supply and installation contract at the end of this year or early 2015.
